Coley Price is the Deputy County Manager for Harnett County, North Carolina. He has more than 28 years of experience in local government, in both municipal and county settings. He serves as co-chair for the county’s Opioid Task Force Committee to help disburse settlement funds through the committee’s strategic planning efforts. He has a passion for serving and reinvesting to help others in his community. Mr. Price holds a bachelor of science degree from East Carolina University and is a graduate of the Municipal and County Administration course from the University of North Carolina at Chapel Hill’s School of Government.

Christopher Appel has served as the Senior Staff Attorney for Harnett County, North Carolina, since September 2019. As the director for the Legal Services Department, he performs and manages various legal duties and tasks of the office, which include the management of the county’s portion of the opioid settlement money. Mr. Appel previously worked as an assistant public defender, which exposed him to the substance use and misuse issues as they relate to the criminal justice system. With these experiences, he feels he is in a position to assist the county in addressing these issues in the community.

David Tillman is Chair of the Department of Public Health at Campbell University College of Pharmacy and Health Sciences. He teaches courses in rural health, community health assessment, and ethics. Before joining Campbell University, Mr. Tillman worked as a leadership development and strategic planning consultant in state government. Alongside his academic role, he consults with health care systems, local health departments, and state governments regarding strategies for improving health, especially in rural contexts. He has lived in Harnett County, North Carolina, for 25 years and is excited to serve on the Reaching Rural team in the community.

Jeff Armstrong is a captain with the Harnett County, North Carolina, Sheriff’s Office, where he focuses on accreditation and other projects within the agency. Most recently, he has been working on implementation of a medication-assisted treatment program within the Harnett County Detention Center for serving those affected by substance use disorder. Captain Armstrong graduated from Campbell University with a bachelor of science degree in pharmaceutical research and new drug development. He serves on the board of directors of Habitat for Humanity of Harnett County.

Jermaine H. White III, EdS, is the Assistant Superintendent of Student Support Services for Harnett County Schools in North Carolina. As a district administrator, he works tirelessly as a change agent for students from all backgrounds. His passion is rooted in ensuring that all students have a quality education. Mr. White has been a classroom teacher, school administrator, and school district-level director. He has spoken at several conferences and served on panels to help promote the well-being of students across the country.

John Rouse is the Harnett County Health Director, a position he has served in for 20 years. He has worked in the health care field for 30 years. Mr. Rouse earned his undergraduate degree from East Carolina University and his graduate degree from Central Michigan University.

Mark Morris is the Executive Director at Good Hope Hospital, a freestanding inpatient behavioral health hospital, where he manages the day-to-day operations of the hospital. He has worked in an inpatient behavioral health setting for 14 years. Mr. Morris graduated from the University of Utah, where he earned his master of social work degree.
